After moving several times throughout her own childhood Victoria and her husband Steve wanted a forever home to raise their children in. Months before their first son was born, they moved to Manhattan Illinois and have never looked back. Raising three boys has allowed Victoria to be an active part of her community. For 12 years the family has been active with Scouting, Victoria teaches Sunday school, sat on the Joliet Montessori School Board for 6 years, and briefly sat on the Board of the Will County Children's Advocacy Center which she had to step away from upon becoming a judge.
After graduating high-school Judge Breslan did not go to college, she went to work. She began working as a heavy equipment operator with Local 150 Operating Engineers in 1990. After 5 years on the job she decided to go back to school. She started attending college classes at night at Wilber Wright Junior College. After two years of night classes she transferred to Columbia College in Chicago where she earned her Bachelors of the Arts Degree from the School of Journalism. From Columbia she went directly to Chicago Kent College of Law where she continued to attend classes at night while working full time. In 2003 she earned her Juris Doctorate. She left her job as a heavy equipment operator to study for the Bar exam. Within months she started her new career as a Will County Assistant State’s Attorney.
At the State’s Attorney’s Office Victoria prosecuted cases in the Traffic, Criminal Misdemeanor, Juvenile and Domestic Violence divisions. Victoria then worked at a prestigious law firm focusing on Personal Injury and Workers Compensation cases. After gaining the experience necessary to stand on her own she opened the doors of her Joliet law firm.
She owned and managed a firm that grew from Victoria and an answering service to four attorneys with full staff. Her practice was focused on Family law and general Civil litigation. Though her practice continued to grow and thrive she wanted to serve the community and still have time to enjoy her family.
In 2018 she was selected from approximately 50 applicants to be appointed to the position of Associate Judge in the 12th Judicial Circuit Court where she sits today.
After spending two years in the family division and three years in the Criminal Misdemeanor division Judge Breslan is now addressing Traffic and Ordinance Violation matters in the outer courts of Will County. She currently sits on the Illinois Supreme Court Committee on Juvenile Courts.
She has the experience necessary to excel in both criminal and civil divisions as well as the administrative skills to help the 12th Circuit maintain the judicial excellence the people of Will County deserve.
